law","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"本稿はインテリジェンスの視角から，明治期の新疆における日本の初期情報活動が大正期を経て昭和戦前期，1930年代に入るとどのような変容を見せるようになったのか，またそこにはいかなる問題があったのかという点を検証するものである。すなわち1930年代を中心としつつ，それ以前の時期も含めた新疆をめぐる日本の情報活動の大まかな全体像を明らかにした。結論として以下の点を指摘することができる。\n第1に，明治，大正期の外務省，陸軍はイギリス，中国と協力しつつ，実際に情報員を現地に派遣して新疆の情報を入手した。それは同地になじみのない日本人にとって未知のインフォメーションばかりであり，質，量ともに大きな成果をあげたといってよいだろう。\n第2に，しかし新疆に確固とした諜報システムを築いておかなかったため，上記の情報員が引き揚げた後，とくに昭和期，1930年代に入って新疆が政治的に混乱し，ソ連の新疆進出の可能性が拡大すると，一次情報の獲得がほとんど不可能の状態に陥り，正確な情勢判断に困難をきたして苦慮する。\n第3に，それでも中国の新聞などオープンソースを用いて，ある程度の状況把握は可能であり，1935年にはそれなりに知識の蓄積もなされるようになった。ただしインフォメーションの確度は容易に判断がつくものではなく，実際に現地で起きた事件は相当の時間を経ないと中国本土に伝えられないというタイムラグの問題もあって，すぐに判断の材料となるものではなかった。\n第4に，そこで外務省，参謀本部，関東軍は正確な一次情報を得るため，調査員，諜報員を相次いで派遣するが，少なくとも主なものはいずれも失敗し，新疆に到達することができなかった。その背景には，中国側の対日不信と警戒，ならびに日本側の対中軽侮と油断という問題が存在した。\n第5に，そうした中でカーブル駐在の北田正元公使は，新疆南部から脱出したムハンマド・エミン・ボグラを通じて彼の部下が新疆から伝える情報を入手したが，それらは日本の新疆情報を質，量の両面で飛躍的に高めるものであった。北田の成果は外務省でも高く評価され，珍重されたが，新疆南部のインフォメーションに傾く傾向があったことは否めない。\n第6に，北田はボグラを利用するほかに，イギリスとの情報協力を達成することによって，カシュガル駐在の英国総領事が集めた情報の一端を提供してもらおうと試みた。恐らく外務本省の承認と支持を受けていたと考えられる北田の日英情報協力の提案は，しかしソ連との関係悪化を恐れるとともに日本に警戒心をもつイギリスのインド省によって拒否され，実現しなかった。","subitem_description_language":"ja","subitem_description_type":"Abstract"}]},"item_10002_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.24515/0000000578","subitem_identifier_reg_type":"JaLC"}]},"item_10002_publisher_8":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"拓殖大学政治経済研究所"}]},"item_10002_source_id_9":{"attribute_name":"ISSN","attribute_value_mlt":[{"subitem_source_identifier":"13446630","subitem_source_identifier_type":"PISSN"}]},"item_10002_subject_21":{"attribute_name":"日本十進分類法","attribute_value_mlt":[{"subitem_subject":"391.6228","subitem_subject_scheme":"NDC"}]},"item_10002_text_24":{"attribute_name":"種別","attribute_value_mlt":[{"subitem_text_value":"論文
