 note = {In 1867, the last year of Edo period, there was a wave of making Japan’s constitutional designs. These constitutional designs were drafted by either Tokugawa administration or samurais from pro-Tokugawa clans. Even if there had been no Meiji Restoration, Japan would have been able to create a constitution and a parliament. This paper examines the five constitutional plans drafted by Kosaburo Akamatsu, Mamichi Tsuda, Norikata Matsudaira, Amane Nishi, and Kakuma Yamamoto and shows that there could have been alternative scenarios in Japan’s modernization.},
